in this case of straight dominance and recessive yes whatever is dominant is dominant and whatever is recessive is recessive. maybe in a different animal green eye color is not dominant but in humans whatever is dominant in one human is dominant in all humans. this is the case for dominance vs recessive but remember there are things such as co-dominance and incomplete dominance. eye color is not a case of dominance vs recessive because it is not strictly dealing with one color over another
